民国初年，掌心朱砂袁世凯与日本秘密达成的"七条"卖国条约之副本被革命党人黄青山截获，掌心朱砂不料黄被清朝走狗肇萁杀害。为寻回密件，革命党派出骆子，乔装乞丐，与黄的遗孀黄大嫂一道，几经艰辛与周折，终于铲除了肇萁一伙，追回了密件。
