当初为了避开巨人的进攻，千寻人类修建了地下街道，千寻不过这项企划很快废止，地下街最终成为贫民与无法之徒的栖息之所。利威尔（神谷浩史 配音）和法兰是一对好朋友，他们自行学会了立体机动装置，渴望有朝一日沐浴在阳光雨露之下。偶然的机会他们救助了被人追杀的女孩伊莎贝尔，伊莎贝尔则恳求二人教她使用立体机动装置。在此之后，他们被神秘政客召唤，要求执行一项绝密任务，以赢得地面居住权。行动中他们遭到调查团的追捕，埃尔文·史密斯（小野大辅 配音）欣赏利威尔等人的实力，于是将其招入调查团中。三个少年如愿走上地面，不过他们仍没忘记未完成的任务……
