原本太平的青河镇如今被当地的地头蛇管辖着，他们到处惹是生非，砸坏老百姓的摊位，欺负良家妇女。他们还在青河镇的路口设置拦路标，只有给钱才可以放人通过，没有钱的穷人只能和畜生一样从阴沟里穿过。这天，两个年轻人经过青河镇，他们看到了拦路标后依旧无视，然后轻而易举就跳过栏杆。这样的行为让管辖者气愤不已，于是双方打了起来。后来才得知其中一人是自卫队的队长凌志高。他这次来青河镇究竟是为了什么？而青河镇的现状又会发生改变吗？
