回复 :辽东市公安局为加强队伍建设，成立了以督查部门牵头的“清网办”，集合了刑侦，督查，技侦等各部门的精英分子参与此次行动。主人公冯鸿涛是刑侦支队的支队长。他工作严谨，思维缜密，而且有着过人的侦查能力。在这次“清网行动”中他投放了大量的精力去抓捕“杀手冷”。然而冷宝军却是个极端狡猾的犯罪分子，他不断地从警方的视线中逃脱，同时又不断地在全国各地作案，使侦破工作举步维艰。随着时间的推移，一个又一个的在逃犯被缉拿归案，辽东市“清网办”的战功也在全国排到了前列，就在清网行动接近尾声的时候，冯鸿涛和“清网办”的骨干成员终于凭借他们敏锐的侦查力和判断力发现了冷宝军的踪迹，最终在一所医院里锁定了身穿白大褂，乔装成医生准备逃离现场的“杀手冷”。
