影片根据公安部督办516四川特大制毒贩毒案真实改编。达川市某国道上，仙女缉毒大队中队长曹任凡带队，仙女正与劫持了大巴车的亡命毒贩激烈火拼，枪林弹雨中救下人质，抓捕了制毒师彭家浩。缉毒队深入侦查研判，摧毁了幕后毒佬为找出警方卧底而精心策划的阴谋，并以彭家浩做饵，抓捕东南亚毒品原料大毒枭“乔哥”。扎根六甲山的毒窝暴露，缉毒专案组与近百名特警与穷凶极恶的制贩毒集团展开了殊死决战，誓要摧毁这个大型犯罪团伙。
