兴林国国君妙庄王（刘丹 饰）有三个女儿，大女儿妙心。（吴君如 饰）和二女儿妙元（廖安丽 饰）性情善妒，不能成大事。只有小女儿妙善（赵雅芝 饰）天资聪慧，从小就有一颗仁爱之心，深受国民们的拥护和爱戴，是继承王位的不二人选。可是妙善心慈仁厚，醉心于研修佛法，不问世俗名利，她因此和父亲之间产生了极大的分歧，最终选择离家出走，遁入佛门。云天朗（任达华 饰）的父亲被妙庄王所害，天朗一心想要为父报仇。一次偶然中，天朗邂逅勒妙善，被她的善良和智慧所打动。因为妙庄王作恶多端，他的子民遭受了天谴，为了救民众于水火之中，妙善挺身而出，上七重天取羊脂玉瓶以救苍生。
